This manual details the logic for assigning AECC end classes to emergency care episodes. The logic is represented in software—the AECC grouper—which should be the primary way that emergency care episodes are grouped to the AECC. This manual is a reference for the logic used by the AECC grouper.
AECC Final Report

The AECC was developed using a combination of statistical analysis and clinical input: the splits in the classification demonstrate statistical as well as clinical validity. An independent reviewer also reviewed the model outputs, thus providing further assurance of the quality of the resulting classification. The AECC adopts variables that are currently reported through national minimum data sets— visit type, episode end status, triage category, transport mode (arrival), age group and principal diagnosis short list code. It has also been designed so that improved measures of complexity can be introduced as they become available. Refinement of the AECC relies on good quality costing data. Hospitals will need to continually improve their costing methods and reporting to provide a source to refine the classification.

AR-DRG Version 10.0

The Australian Refined Diagnosis Related Groups (AR-DRGs) is a classification system, which provides a clinically meaningful way to relate the number and type of patients treated in a hospital to the resources required by the hospital. AR-DRGs group patients with similar diagnoses requiring similar hospital services. AR-DRG Version 10.0 was approved by the Pricing Authority in April 2019 and was implemented from 1 July 2020 to price admitted acute episodes of care. AR-DRG Version 10.0 supersedes AR-DRG Version 9.0.

The Independent Hospital Pricing Authority (IHPA) released its Consultation Paper on the Pricing Framework for Australian Public Hospital Services 2020–21. Public consultation was open from Friday 14 June to 5:00pm Monday 15 July 2019. IHPA’s Pricing Framework for Australian Public Hospital Services is revised and published each year. It outlines the principles, scope and methodology adopted by IHPA to determine the National Efficient Price Determination and the National Efficient Cost Determination for Australian public hospital services for the specific financial year.
