IHACPA Annual Report 2023–24

The Independent Health and Aged Care Pricing Authority (IHACPA) Annual Report 2023–24 has now been published.
The annual report details the agency’s activities throughout the 2023–24 financial year. This includes the financial and operational performance against planned outcomes in the 2023–24 Portfolio Budget Statements and IHACPA’s 2023–24 Work Program and Corporate Plan.

Highlights from this year’s annual report include:
Public hospitals
- The National Efficient Price Determination and National Efficient Cost Determination 2024–25 were published in March 2024.
- IHACPA’s hospital policy approach for 2024–25 was published in December 2023 in the Pricing Framework for Australian Public Hospital Services 2024–25.
- The National Hospital Cost Data Collection (NHCDC) 2020–21 Private Sector Cost Report was published in July 2023.
- An updated version of the Australian Hospital Patient Costing Standards, Version 4.2, was published on IHACPA’s website in September 2023.
- IHACPA released its consultation paper on the development of ICD-10-AM/ACHI/ACS Thirteenth Edition and AR-DRG Version 12.0 in November 2023. The consultation paper outlines the major changes for the following classifications used in admitted acute care:
- International Statistical Classification of Diseases and Related Health Problems, Tenth Revision, Australian Modification (ICD-10-AM) Thirteenth Edition
- Australian Classification of Health Interventions (ACHI) Thirteenth Edition
- Australian Coding Standards (ACS) Thirteenth Edition
- Australian Refined Diagnosis Related Groups Version 12.0 (AR-DRG V12.0).
- IHACPA released the Australian Mental Health Care Classification Version 1.1 in December 2023 and began development of the Australian Mental Health Care Classification Version 2.0 in early 2024.
- As part of IHACPA’s continuing support of the government’s Prostheses List reforms, IHACPA delivered advice on the benchmark pricing for prostheses in Australian public hospitals to the Department of Health and Aged Care in March 2024.
- The Consultation Paper on the Pricing Framework for Australian Public Hospital Services 2025–26 was released in May 2024.
- The Three Year Data Plan 2024–25 to 2026–27 was published in June 2024.
Aged care
- IHACPA’s first Residential Aged Care Pricing Advice 2023–24 was implemented in July 2023.
- IHACPA delivered its Residential Aged Care Supplementary Pricing Advice
2023–24 to the government in August 2023. - The 2023 Residential Aged Care Costing Study Final Report was published in January 2024.
- The Support at Home Costing Study 2023 Final Report was published in May 2024.
- IHACPA continued to assess applications for increases to extra service fees and applications for refundable accommodation deposit amounts.
