IHACPA appoints new CEO Professor Michael Pervan

The Independent Health and Aged Care Pricing Authority (IHACPA) is pleased to announce the appointment of Prof Michael Pervan as Chief Executive Officer, effective from Wednesday 1 February 2023.

Prof Pervan was appointed to the role of IHACPA Chief Executive Officer by the Pricing Authority, following an extensive and competitive selection process.

Prof Pervan is currently Secretary of the Department of Natural Resources and Environment Tasmania (formerly the Department of Communities Tasmania).

Previously, Prof Pervan was Secretary of the Department of Health and Human Services Tasmania, designing and implementing major health sector and organisational reforms.

IHACPA Chair David Tune AO PSM congratulates Prof Pervan on his appointment and welcomes him as Chief Executive Officer of IHACPA.

‘Michael brings a wealth of senior executive experience in legislative, policy and operational strategy implementation across the human services sector, which will be a valuable asset to IHACPA,’ Mr Tune said.

Prof Pervan has represented Western Australia and Tasmania at the Australian Health Ministers Advisory Council and at Council of Australian Governments working groups on system reform, health workforce and mental health over a number of years.

Most recently, this has included leading financial governance initiatives, and implementing reform programs across health, human services, child protection, out of home care, youth justice and ambulance services as part of his role at the Tasmania Department of Health and Human Services.

Prof Pervan said:

Prof Pervan takes over the position from Joanne Fitzgerald, who has acted as Chief Executive Officer from June 2022 since the departure of Mr James Downie. Mr Downie was the Chief Executive Officer of the Independent Hospital Pricing Authority from 2016 until June 2022. His expertise and knowledge have been invaluable in the successful implementation of activity based funding across Australian public hospitals and in the expansion of the Authority’s functions to include advice on pricing of aged care services.

About IHACPA

The Independent Hospital Pricing Authority (IHPA) was established under the National Health Reform Act 2011 (NHR Act) to improve health outcomes for all Australians.

Its primary responsibility has been to enable the implementation of national activity based funding for public hospital services through the annual determination of the national efficient price and national efficient cost.

On 12 August 2022 amendments to the NHR Act came into effect, changing IHPA’s name to IHACPA and expanding its role to include the provision of aged care costing and pricing advice to the Commonwealth Government.
